The Constitution for the United States of America
The Congress shall have the power to enforce, by appropriate legislation, the provisions of this article.
This is nothing more than a power grab by Congress. This clause could possibly be construed as to giving Congress the right to make laws that would allow them to persecute or to prosecute the people. Using the generality of this clause they could create law enforcement powers that are not otherwise granted in the Constitution.
