The Constitution for the United States of America

Article 1
Section 2 - Paragraph 2

No person shall be a Representative who shall not have attained the age of twenty-five years, and been seven years a citizen of the United States, and who shall not, when elected, be an inhabitant of that State in which he shall be chosen.

This assured the people that whomever was elected by the people of another State was qualified and capable of functioning to the best benefits of all the people.
